Certification Overview

SAA

SAA certification commonly describes electrical product safety certification for Australia. Products are assessed against applicable AS or AS/NZS standards, taking account of local deviations from IEC standards and supported by technical documents and test evidence.

Australia SAA — Detailed Introduction

1. Certification Overview

Australia's standards body was known as the Standards Association of Australia, leading many people to call Australian certification “SAA certification.” SAA develops standards rather than issuing product certificates. It was later renamed Standards Australia Limited. It is an independent company with no direct government affiliation, although federal and state governments are among its members. A memorandum with the Australian federal government recognizes it as Australia's leading nongovernmental standards organization. The memorandum also requires standards development to align with WTO requirements, so new Australian standards are unnecessary where suitable international standards already exist.

SAA certification relates to compliance with local safety regulations for electrical products entering Australia. Under mutual recognition arrangements between Australia and New Zealand, products certified in Australia may be sold in New Zealand. Australian standards use the prefix AS, while joint Australian/New Zealand standards use AS/NZS. They are broadly aligned with IEC standards, with some national deviations. The two countries promote harmonized standards and mutual recognition, allowing products certified in one country to be sold in the other.

VII. Certification Scheme

Applicants in China can obtain SAA certification by converting a CB test report or by applying directly if no CB report is available. The two principal forms are type approval and the standards mark. Type approval covers the tested sample, while the standards mark requires factory inspection.

8. Certification Process

1. Complete the application form.

2. Submit product samples for testing.

3. Modify the product if testing fails.

4. Issue the report.

5. Assess the report.

6. Issue the certificate.

9. Certification Timeline & Validity

Australia SAA certification takes 3–4 weeks. The process may take longer if the product does not meet the required quality standards.

SAA certificates are valid for 5 years

10. Factory Inspection

Type approval covers only the sample and does not require factory inspection; the standards mark requires factory inspection.
