METI filing covers information submitted for electrical products in Japan and relates to applicable PSE requirements. Documents include PSE certificates and reports, manuals, specifications and Japanese importer information.
1. Certification Overview
METI filing is a requirement of Japan's Ministry of Economy, Trade and Industry. It involves a local Japanese trading company acting as guarantor and filing production information for products exported to Japan.
METI filing requires PSE certification. PSE is Japan's mandatory safety certification for electrical equipment, with circular and diamond marks. Currently, 498 product types must obtain PSE safety certification to enter the Japanese market: 165 Class A products require the diamond PSE mark, while 333 Class B products require the circular PSE mark.
Regulations require Japanese purchasers to register with METI within one month of purchasing goods and to mark the purchaser's name or ID on the product for supervision during subsequent sales.
METI filing is currently not mandatory for customs clearance. Amazon Japan requires sellers to provide METI filing and PSE certification, and all products within the PSE certification catalogue require METI filing.
