Philippines NTC — Detailed Introduction

1. Certification Overview

The National Telecommunications Commission (NTC) regulates wireless and telecommunications services in the Philippines. All wireless and telecommunications products entering the Philippine market require NTC certification approval.

2. Certification Mark

3. Certification Categories

NTC certification comprises Type Approval, Type Acceptance and Grant of Equipment Conformity

through three routes:
1. Type Approval applies to equipment communicating with telecommunications networks within buildings, such as desktop computers and switches.
2. Type Acceptance applies to equipment with wireless functions, such as Bluetooth headsets and TPMS devices.
3. Grant of Equipment Conformity applies to customer premises equipment with wireless interfaces, such as tablets, mobile phones and wireless printers.

4. Product Scope

For telecommunications equipment and terminals, the existing mandatory requirements for mobile communications products have been extended to wireless products.

5. Test Items

Radio frequency testing (CE-RF testing or FCC ID report)

6. Required Documents

1. Application form
2. Power of attorney
3. Product user manual
4. For an approved module, provide its NTC certificate
5. Test reports
(1) RF test reports: 2G, 3G, LTE, WLAN, RFID, BT, ANT+, WiGig, etc.
(2) RF-EMC test report
(3) EMC test report
(4) Safety report (CE-LVD reports are accepted for short-range devices, or SRDs)
(5) SAR report (mobile phones and WWAN tablets)

7. Certification Process

1. Complete the application form and letter of authorization.
2. The client signs and returns the authorization and submits the relevant test reports.
3. Submit the official application.
4. The authority reviews the application and emails the laboratory that issued the report for verification.
5. Issue the certificate

8. Certification Timeline & Validity

Certification lead time: 2–3 weeks; the certificate has no expiry date

9. Factory Inspection

No factory inspection required

10. Important Notes

1. Test reports other than RF reports must cover the finished product.
2. A module's RF report may replace the product's RF report.
3. Priority for RF evidence: module NTC certificate > FCC report > CE report.
4. NTC accepts EMC, RF and telecommunications reports under CE, FCC and other standards, and safety reports recognized under CB or by a notified body.
