1. Certification Overview

CQC mark certification is one of the voluntary product certification services offered by the China Quality Certification Centre. The mark demonstrates compliance with relevant quality, safety, performance and electromagnetic compatibility requirements. It aims to protect consumers, improve product quality and strengthen the international competitiveness of domestic businesses. CQC certificates align with domestic compulsory and international certification, helping build brands, improve market competitiveness, reduce costs and support sustainable business development.

 

Benefits of Certification:

1. Valuable certification aligned with international schemes: The technical requirements for CQC-certified products align with those for equivalent international product certification, enhancing the value of the certificate.

2. Alignment with domestic compulsory product certification: If a CQC-certified product is added to the national CCC catalog, its CQC certificate can be converted directly to a 3C certificate without repeat testing or certification, provided product consistency is maintained.

3. Brand building and market competitiveness: CQC certification provides a recognized assurance of product safety. In a market with varying manufacturing standards, it improves brand recognition and competitiveness, facilitates market entry and increases market share, supporting both economic and social benefits.

4. Test Items

The laboratory determines CQC test items according to the applicable standards for each product.

 

5. Required Documents

1. Product Manual

2. Product specifications

3. Product circuit diagrams, including schematics and PCB layouts

4. Product service manual

5. Copies of certificates for critical safety components

6. Description of differences between the main submitted model and covered models within the same application unit

7. Lists of safety-critical components and major components affecting electromagnetic compatibility

8. Product CB test certificate and report, if available

9. Trademark use authorization, if available

 

6. Certification Process

1. Application acceptance;

2. Document review;

3. Receipt of submitted samples;

4. Sample testing;

5. Factory inspection;

6. Conformity assessment;

7. Certificate approval;

8. Certificate printing, collection, delivery and management.

 

7. Certification Timeline & Validity

Certification generally takes 4 weeks after complete samples and documentation are received, excluding factory inspection time. CQC certificates are generally valid for 5 years.

 

8. Factory Inspection

1. Inspection scope: Factory quality assurance capability and product consistency

(1) Factory quality assurance capability is reviewed against CQC's Factory Quality Assurance Requirements and Factory Inspection Record Form.

(2) Product consistency checks focus on the following:

a. Consistency of certified product markings and nameplates with the type test report;

b. Consistency of certified product construction with the type-tested sample;

c. Consistency of critical parts and components with the corresponding list in the type test report;

d. On-site checks according to the Routine and Confirmation Inspection Items Table.

2. Initial factory inspection: This may be conducted separately or combined with the initial or surveillance inspection for CCC certification.

3. Initial factory inspection timing: This generally follows successful type testing, although testing and inspection may proceed concurrently where necessary. Inspection time depends on the number of certification units and the factory's production scale, generally ranging from 1 to 4 person-days per production site. Specific durations are given in the Special Requirements of the Product Certification Implementation Rules for the relevant product.
