Brazil ANATEL — Detailed Introduction

1. Certification Overview

Founded in 1997, ANATEL approves telecom products against quality, safety and technical requirements. Radio transmitters, public telephone network equipment and phones using lithium batteries generally require approval.

2. Certification Mark

3. Certification Categories

Three categories of telecommunications equipment require mandatory certification:
Category I
1. Terminal equipment connected to the Fixed Switched Telephone Service (FSTS) network through an endpoint;
2. Equipment connecting private telecommunications networks to the FSTS network;
3. Equipment connected to the FSTS network to provide value-added services.
Includes mobile phones, satellite phones, VoIP phones, mobile phone batteries, charging cables, telephone signal cables and modems.

Category II
Radio equipment not covered by Category I, such as low-voltage devices, unlicensed equipment and antennas.
Includes television and radio antennas, receivers, transmitters, wireless networking equipment and RF automation devices.

Category III
Equipment regulated by ANATEL rules that is not covered by Categories I or II.
Includes fiber-optic cables, cable connectors and mobile network signal transmitters.

4. Required Documents

1. Applicant Information (A Brazilian Company Is Required; GTG Can Provide Local Representation If Needed)
2. Manufacturer's ISO 9001 Certificate
3. Portuguese User Manual
4. Technical Specifications
5. Application Form
6. Nameplate
7. Fixed-Frequency Test Software

5. Certification Process

1. Determine the certification category and sample requirements from the product information.
2. Send samples to GTG for pretesting of EMC and RF performance.
3. If pretesting reveals issues, GTG coordinates corrections with the customer. Once samples pass, they are sent to a laboratory in Brazil.
4. The Brazilian laboratory tests the samples and issues a report.
5. The OCD, the designated Certificate of Conformity issuing body, issues the CoC.
6. The OCD submits the CoC and local test reports to ANATEL to apply for a Certificate of Homologation (CoH).
7. ANATEL issues the CoH.
8. GTG supplies electronic copies of the test reports, CoC and CoH to the customer.

6. Certificate Validity

Certificate Validity: Category I — 2 years; Category II — 2 years; Category III — 3 years.

7. Important Notes

1. All products on ANATEL's published list require certification.
2. Certificate or authorization holders, including importers and manufacturers, must have legal recognition in Brazil.
3. User manuals, installation guides and warning labels must be in Portuguese. Other documents may be in English.
4. Products exported to Brazil must bear the ANATEL mark shown below and the certification number, which is the CoH number shown on the certificate.

8. Mark Usage Guidelines

Certified products must display the ANATEL mark. If it cannot be placed on the product, the mark and code must appear in the manual. The logo must be more than 4 mm high and the full ANATEL text more than 1 mm high. Several approved designs are available; one is shown below.
The identification code follows the format “HHHHH-AA-FFFFF”: HHHHH is a five-character alphanumeric product certification code, AA is the two-digit year of issue, and FFFFF is a five-digit manufacturer identifier.

9. Why Choose GTG for ANATEL Certification?

1. GTG works directly with Brazilian OCDs, the bodies issuing CoC certificates, to offer competitive pricing.
2. GTG can pretest samples to reduce the risk of failure in Brazil, avoiding reshipment or retesting fees.
3. GTG engineers help prepare documents. If the customer provides test software, our engineers can prepare an English operating SOP to save time.
4. GTG maintains close relationships with OCDs and follows project progress around the clock, keeping certification on track and obtaining certificates promptly.
